Saudi Arabia Overhauls State Revenue System for Governance and Sustainability

Saudi Arabia has adopted a new State Revenue System, marking a significant shift in public finance management. Approved by the Cabinet and chaired by Crown Prince Mohammed bin Salman, the legislation moves beyond simple fee collection to create an integrated framework for strategic planning and financial governance.

The updated system aims to ensure medium- and long-term fiscal sustainability by regulating all stages of public revenue management. It unifies a broad spectrum of financial inflows under a single regulatory umbrella. This includes natural resources and national assets, alongside traditional sources like fees, taxes, and service revenues. Notably, the system also incorporates proceeds from privatization and public-private partnerships, directly supporting the goals of Saudi Vision 2030 to boost private sector involvement.

Key reforms include a move to ten-year revenue forecasting, empowering the Ministry of Finance to project revenues over a longer horizon based on government entity data and development plans. This approach allows for periodic revisions based on significant economic shifts, thereby improving forecasting accuracy. The system also mandates timely revenue collection and transfer to the Ministry of Finance, ensuring efficient financial operations.
