School uniforms in Kazakhstan: what parents need to know now

Kazakhstan's Ministry of Education has clarified the regulations surrounding school uniforms for the upcoming academic year, emphasizing a structured approach to student attire. Uniforms are categorized into casual, formal, and athletic wear, with selection criteria including the child's age, climate, and classroom conditions. The ministry stressed that the specific style of the uniform is decided by each educational institution in collaboration with its board of trustees, parent committee, and student government.

Parents have the freedom to purchase uniforms from any retail chain and select their preferred manufacturer, as educational institutions are strictly prohibited from favoring specific suppliers. Changes to the uniform must also undergo a coordinated approval process involving these same councils. The ministry also noted that, according to school charters, students are generally not permitted to wear headwear inside school buildings, reinforcing the secular nature of the educational environment.

To support families, the government provides assistance through the "Vseobuch" (Universal Education) fund for children from socially vulnerable backgrounds. This support covers uniforms, footwear, and school supplies. For the 2026/2027 academic year, this program is expected to benefit around 450,000 children, with local budgets allocating approximately 23 billion tenge for this purpose. The regulations also mandate that school uniforms must meet safety requirements, ensuring they do not contain hardware or accessories that could cause injury.

The ministry's clarifications aim to ensure a standardized approach to school attire, foster positive parental engagement, and increase the accountability of educational institutions in adhering to established rules. Under Kazakhstan's Constitution, religion is separate from the state, and the education system remains secular. Parents are obligated by law to comply with the school's charter and uniform requirements.
