SCIA Preparatory Team to Hold Nationwide Briefings for Prosecutors on New Appointment Rules

The preparatory team for the establishment of the Serious Crimes Investigation Agency (SCIA) is commencing a nationwide series of briefing sessions for prosecutors and investigators. These sessions are scheduled to take place over a week, from July 5th to July 12th, across various prosecutor's offices.

The primary purpose of these briefings is to explain the newly drafted appointment regulations for SCIA investigators. The preparatory team has developed the 'SCIA and its Affiliated Officials' Organizational Structure Act' and the 'SCIA Investigator Appointment Ordinance'. These drafts were made available for public comment from July 5th to July 10th.

The appointment ordinance details a structured system for bringing prosecutors into the new agency. According to the ordinance, positions will be graded based on legal experience and rank. Specifically, prosecutors at the level of District Prosecutor will be appointed as Grade 1 officials. Deputy Prosecutors and Division Chiefs will be Grade 2, while prosecutors with over 10 years of legal experience will be Grade 3. Those with less than 10 years of experience will be appointed as Grade 4.

The briefing schedule is extensive, starting on July 5th at the Busan High and District Prosecutor's Offices, and Changwon District Prosecutor's Office, followed by Gwangju High and District Prosecutor's Offices. Subsequent sessions will be held in Ulsan, Jeonju, Daegu, Daejeon, Chuncheon, Cheongju, Seoul Eastern, Suwon, Incheon, Uijeongbu, Seoul Southern, Seoul Northern, Seoul High, Seoul Central, Seoul Western, the Supreme Prosecutors' Office, and concluding on July 12th at the Jeju District Prosecutor's Office. Prosecutors affiliated with branch offices are expected to attend the briefing at their respective jurisdiction's main prosecutor's office.
