As someone without political debts, he asserts his ability to make difficult decisions, such as reducing support for pro-government organizations and reallocating those funds to civic groups and vulnerable citizens.

A cornerstone of Kim's platform is administrative innovation powered by artificial intelligence (AI). He plans to establish a Seoul-specific AI system designed to automatically inform citizens about essential welfare services, aiming to replace manual application processes within six months of taking office.
