Seoul overpass collapse: Authorities investigate city, Korail over safety failures

South Korean authorities are pursuing legal action following the May collapse of the Seosomun overpass in Seoul, an incident that resulted in six fatalities. Investigations into the disaster have uncovered significant lapses in safety protocols and reporting procedures.

During the demolition work on May 6, the construction company and its supervisor were reportedly carrying out "structural safety inspection work" without the necessary approval from the Korea Railroad Corporation (Korail). According to Ministry of Land, Infrastructure and Transport regulations, basic work plans require approval one month in advance, and railway operation safety consultations must be approved on the day of the work. The investigation found that these approvals were not obtained.

Furthermore, Seoul city officials are accused of failing to report the dangerous situation immediately. Korail also faces scrutiny for inadequate safety management, including insufficient coordination regarding railway operations. The Ministry of Land, Infrastructure and Transport stated that it conducted intensive, unscheduled inspections from June 4 to 19 with the Korea Transportation Safety Authority, uncovering numerous violations.

As a result, the Ministry has requested a formal investigation into Korail, Seoul City, the construction company, and the supervisor. They are being investigated on charges including professional negligence resulting in death and injury. This move underscores the government's commitment to accountability following the tragic incident.
