Shootout between Ukrainian security agencies that injured three under investigation, Zelensky says

President Volodymyr Zelenskyy says Ukraine will investigate how a dispute between two security agencies escalated into a gunfight in central Kyiv, leaving three military intelligence officers injured.

The confrontation followed the nine-day disappearance of a Russian nationalist activist fighting alongside Ukrainian troops. The activist said the SBU Security Service detained him and forced him to sign a confession stating that he had collaborated with Russian intelligence. He later retracted the statement.

The street clash took place on Tuesday after officers searched the activist’s Kyiv home. SBU officers opened fire on members of the HUR Military Intelligence Directorate. The SBU said it acted to stop a Moscow-inspired plot to assassinate Russian anti-Kremlin activists in Kyiv.

“An assessment of the heads of these two agencies, the SBU and the HUR, will be made based on the results of an internal investigation. It is completely fair that both sides be brought to account. Both acted precisely in a way that should not have happened,” he said. Two servicemen from the agencies have received notices of suspicion in connection with the incident. Zelenskyy also dismissed Oleh Khramov, head of the SBU department for the protection of state secrets.
