Slovak Motorway Authority Ordered to Rectify Tender for D1 Turany-Hubová Section

Slovakia's Public Procurement Office (ÚVO) has ordered the National Motorway Company (NDS) to correct an illegal situation within a tender for the D1 Turany-Hubová highway construction. The decision stems from an objection filed by a bidder against the tender's conditions. The NDS has been given 60 days from the ruling's effective date to make the necessary adjustments.

The core issue involves the technical or professional capacity requirements. The ÚVO mandates that the NDS must modify these conditions to allow experience to be demonstrated through separate references, meaning experience gained from diverse projects. Additionally, the NDS has been ordered to pay 18,204 euros in legal costs.

This directive pertains to the second, parallel tender for the 13.5-kilometer D1 Turany-Hubová section, which includes the Korbeľka and Havran tunnels. The NDS initiated this tender in early March 2026 with an estimated cost of 1.573 billion euros before VAT. This followed the cancellation of an earlier tender, announced in August 2024 with a projected value of 1.473 billion euros before VAT.

The initial tender was canceled in late 2025 following a ÚVO decision that found violations of public procurement rules. The NDS had appealed this decision and sought a preliminary injunction, but the administrative court recently denied their request for a stay. A spokesperson for the Ministry of Transport confirmed that the original tender would be canceled and the NDS would proceed with the new one, stating the preventative measure saved two months of time.
