Smoke-Free, Odorless Nicotine Pouches Gain Ground in Global Tobacco Market

Small nicotine pouches are gaining a larger share of the global tobacco market without producing smoke, odor or ash. Users place them between the gum and upper lip, where nicotine passes through the oral lining for about 30 minutes.

The pouches contain cellulose-based filler, pharmaceutical-grade nicotine and food-standard flavorings. Because they do not use tobacco leaves, they differ from snus, which contains pasteurized tobacco. They also differ from liquid and heated tobacco products because users do not need a device or inhalation.

Market researchers expect rapid growth. Grand View Research forecasts that the global nicotine pouch market will rise from $9 billion in 2026 to $42.4 billion in 2033, representing average annual growth of 24.7 percent. Convenience and the ability to use the products without smoke or ash in places where smoking is restricted are cited as factors behind the expansion.

Nicotine pouches have also entered the debate over tobacco harm reduction. Some view them as potentially less harmful than cigarettes because they do not expose users to substances produced by burning tobacco. However, nicotine remains addictive, and the long-term effects of pouch use require additional research.

Sweden has incorporated harm reduction into public policy and applies excise taxes in proportion to the perceived risk of each product. Nicotine pouches reportedly overtook snus in sales share there in 2025. The discussion is also expanding in South Korea, including questions about public health, secondhand smoke and the information consumers need about nicotine content and proper use.
