This initiative appears to be a direct response to President Lee Jae-myung's recent sharp criticism of the Army's historical privileges, which he linked to past military coups.

President Lee pointedly stated that the Army, despite being central to three military coups, has never been held accountable and continues to hold a dominant position. His remarks, made during a defense ministry briefing, highlighted the perceived historical injustice and the need for reform within the military's educational institutions.
