The Guardia Civil acknowledges that the risk of such an event is "real," but emphasizes that the potential scale remains "uncertain." The success and size of any crossing attempt will likely depend on preventative measures implemented by Moroccan authorities along the coast and roads, as well as reinforcements by Spanish forces.
