Tainan pre-sale home dispute: Councilor urges city to clarify developer's financial status

Concerns are rising in Tainan's Annan District regarding a residential building project, with online communities buzzing about the developer potentially facing financial distress. Local councilor Tsai Hsiao-wei has called on the municipal government to actively investigate and clarify the situation, urging them to prevent residents from feeling helpless.

Tsai Hsiao-wei highlighted that pre-sale homes are popular in Tainan due to their lower upfront payment pressure and new property status. However, the long construction cycles can lead to issues like construction defects, delayed handover, and the concealment of crucial information. According to the Ministry of the Interior's statistics for the first quarter of 2026, Tainan received 617 real estate consumer disputes nationwide, with construction defects being the most common complaint, followed by delayed handover and termination of sales contracts.

Given the potential for consumer panic amid unclear information, Tsai stressed the need for the city government's proactive assistance to avoid misunderstandings. She also reminded the government, referencing past inquiries, that situations involving developers failing to deliver on time or even going bankrupt could occur. Tsai recommended the establishment of a consultation platform to aid purchasers of pre-sale homes in resolving disputes and to advise the public on important considerations when buying property, emphasizing the need to carefully select developers and pay attention to performance guarantee mechanisms.
