Taiwan Defense Ministry Cites 6 Reasons for Military Procurement Delays, Plans Second Supply Sources

Taiwan's military procurement process faces significant delays due to issues like interrupted supply chains for critical components and geopolitical shifts. The Ministry of National Defense has identified six primary reasons for these setbacks, including manufacturers failing to meet delivery schedules, equipment quality not meeting specifications, and export controls from foreign manufacturers.

Other contributing factors include incomplete acceptance procedures and insufficient contractor capabilities. To address these challenges, the ministry plans to implement several strategies. These include strengthening project planning and procurement operations by conducting thorough market research and establishing alternative supply sources.

The ministry will also enhance contract execution and performance management by setting key control points and conducting factory inspections for high-risk projects. Furthermore, it will improve acceptance procedures with phased inspection mechanisms and refine dispute resolution processes, prioritizing negotiation through the Executive Yuan's Engineering Committee.

These efforts are crucial as Taiwan urgently needs to modernize its forces and adopt new technologies. By improving procurement efficiency and ensuring quality, the ministry aims to bolster national defense capabilities and accelerate the formation of combat readiness.
