Taiwan Executive Yuan to Reject Legislative Act on Youth Accounts, Favors Own Policy

Taiwan's Executive Yuan is set to announce its decision not to endorse the "Youth Growth and Future Account Act," a piece of legislation passed by the Legislative Yuan with support from the Kuomintang (KMT) and Taiwan People's Party (TPP). The Executive Yuan received the official notification of the act's passage on August 7 and had until August 17 to decide on its response. Sources indicate the administration plans to proceed with its own "growth allowance" policy.

President Lai Ching-te previously announced an 18-measure "New Strategy for Taiwan's Population Policy, Family Support Chapter," which includes a monthly allowance of NT$5,000 for every child aged 0 to 18. The Executive Yuan had initially opted for an administrative order rather than a new law or special legislation to implement this policy, fearing legislative obstruction or excessive amendments. However, the KMT and TPP-backed act proceeded through the legislature.

Premier Cho Jung-tai has repeatedly emphasized the importance of the administration's existing policy framework, stating on August 14 that he did not wish for any part of the "New Strategy for Taiwan's Population Policy" to be altered. The Executive Yuan maintains that both vetoing legislation and refusing to endorse acts are constitutional rights that have been exercised judiciously. They argue that such actions are taken only when the Legislative Yuan oversteps its constitutional boundaries, and the Executive Yuan must act to protect the constitutional system.
