Taiwan Launches Anti-Dumping Probe into Vietnamese Cold-Rolled Stainless Steel

Taiwan's Ministry of Finance has initiated an anti-dumping investigation into cold-rolled stainless steel flat products originating from Vietnam. The probe was launched following an application from domestic steel manufacturers Yieh United Steel Corporation and Tang Eng Iron Works Co., Ltd.

These companies allege that the imported Vietnamese steel products are being sold at dumped prices and are causing injury to Taiwan's domestic industry. The Ministry of Finance stated that the submitted data provides reasonable grounds to suspect dumping and harm. The investigation seeks to ascertain whether these imports are engaging in unfair competition.

The Directorate General of Customs has referred the case to the Ministry of Economic Affairs to investigate the extent of the damage to Taiwan's industry. The Ministry of Economic Affairs is expected to provide its preliminary findings within 40 days. If harm is confirmed, the Ministry of Finance will then have 70 days to make a preliminary determination on whether dumping has occurred, which could lead to the imposition of provisional anti-dumping duties.

To prevent importers from stockpiling goods during the investigation period and undermining the effectiveness of potential remedies, the applicants have also requested retroactive anti-dumping duties on goods imported in the 90 days prior to the imposition of provisional duties. The final determination on retroactivity will be announced alongside the final dumping determination.

The specific products under investigation are cold-rolled stainless steel flat products, in coil or non-coil form, with a thickness between 0.05 mm and 6.10 mm, excluding those with metallic coatings. These products are primarily used in various industries, including kitchenware, appliances, construction, aerospace, and transportation. Interested parties have 20 days to submit their opinions or data.
