Taiwan sends expert to IDB in Paraguay to aid digital transformation

Taiwan's International Cooperation and Development Fund (ICDF) has initiated a new phase of international collaboration by sending an expert to the Inter-American Development Bank (IDB) in Paraguay. This marks the first time the ICDF has partnered with the IDB for a personnel secondment program.

This secondment will allow ICDF personnel to participate in the policy planning and project execution of multilateral development banks, accumulating international practical experience.

Lin Bing-cheng, an IT specialist previously stationed in Somaliland, was selected by the IDB and began his assignment on July 16. He will be working in the IDB's Paraguay country office, focusing on digital transformation initiatives. His role includes assisting the Paraguayan government with artificial intelligence applications, data governance, open-source technology, and public innovation.

It also helps deepen the understanding of the operations of multilateral development institutions and regional development needs, strengthening the cooperative network between both parties.

ICDF Secretary-General Huang Yu-lin highlighted the program's benefits, stating it allows ICDF personnel to gain practical experience in multilateral development bank policy planning and project execution. This, he explained, deepens understanding of these institutions' operations and regional development needs, thereby strengthening collaborative networks.

The work content covers artificial intelligence applications, data governance, open-source technology, and public innovation, requiring cross-disciplinary capabilities in digital governance, public policy, international cooperation, and project management.

The ICDF has been actively pursuing talent exchange and professional cooperation with multilateral development banks, including the Asian Development Bank (ADB) and the European Bank for Reconstruction and Development (EBRD). The fund aims to leverage Taiwan's strengths in digital technology, smart agriculture, smart healthcare, and green transformation to expand Taiwan's participation in international development and create opportunities for its professionals and industries.
