Taiwan tenants can change locks for security, but must follow rules

Tenants in Taiwan concerned about security, particularly the possibility of previous occupants retaining keys, can generally change their apartment door locks as a reasonable self-protection measure. However, this right is not without limitations and requires adherence to specific principles outlined by housing advocacy groups.

The Cui Mama Foundation, a non-profit organization, advises that once a rental property is handed over, tenants gain the right to use the space and can typically change the locks. Crucially, this must be done in accordance with the lease agreement. Tenants are also prohibited from damaging the property or its fixtures. Upon vacating the premises, the original condition must be restored as per the lease, to prevent disputes.

When changing locks, the scope is limited to the tenant's rented area. For shared apartments or rooms, tenants should only change the lock on their individual room door. Altering the main entrance lock without consent is forbidden, as it could impede access for other legitimate tenants or the landlord. Furthermore, tenants must not damage the property, such as by drilling holes or replacing the entire door, as this could lead to liability for damages and restoration costs. Landlords should be consulted and agree to any significant modifications.

Upon moving out, tenants are recommended to keep the original lock and reinstall it as per the lease agreement. If alternative arrangements are made, such as the landlord keeping the new lock or disposing of the old one, these should be clearly confirmed beforehand. For modern apartments equipped with digital or smart locks, tenants can discuss resetting the password with the landlord upon moving in, ensuring a new code is used instead of the previous tenant's, thereby enhancing security.
