The announcement comes as the number of international students reached a record high of 140,417 in the 2025 academic year.

The "pre-registration system" for the "National Higher Education International Student Data Management Information System" will be mandatory for all universities starting in August 2026. This system requires institutions to update student status, including enrollment, leaves of absence, withdrawals, and graduation, in real-time. The goal is to establish a management mechanism that precisely tracks students before their arrival and monitors them after entry, thereby improving their safety and the effectiveness of management.

Liu Yu-wei, section chief of the Ministry of Education's Department of International and Cross-Strait Education, stated that the system was developed in June last year and piloted with 30 universities with a high number of international students in the 2025 academic year. Based on feedback, the system's functions have been refined for improved stability. New features include options for "reserved admission" and "student check-in status in Taiwan," along with modifications to fields for leaves of absence, withdrawals, and entry/exit information.
