Taiwan township inspects trash bags to catch illegal dumpers creating 'trash mountains'

Changhua County's Homei Township is cracking down on illegal trash dumping by employing "bag inspection" and analyzing surveillance footage. The measure targets individuals who repeatedly leave garbage at designated collection points outside of operating hours, creating unsightly "trash mountains."

The Homei Township sanitation team provides morning and evening fixed-point garbage collection services in the Tangyouli area, catering to commuters. However, the problem of trash being left overnight or early in the morning persists, leading to unsanitary conditions and frustration among residents who adhere to the schedule.

This practice, often described as a "broken window theory" scenario, where one bag of trash encourages more, has escalated. The sanitation team previously issued fines two years ago, but the situation has worsened. To combat this, they are now inspecting trash bags and using surveillance to identify offenders.

Individuals caught dumping trash illegally will be given an opportunity to explain their actions. If no reasonable justification is provided, they will be fined between NT$1,200 and NT$6,000 under the Waste Disposal Act. The township emphasizes that leaving trash at non-collection times constitutes illegal dumping and will not be tolerated.
