Teacher Accused of Forcing Nude Photos Remains Employed; Education Bureau Criticized

The Control Yuan has issued a censure against Taipei's Wanfang High School and the city's education bureau, citing systemic failures in handling a campus sexual harassment case involving a teacher surnamed Liu. The school is accused of rehiring the teacher for administrative positions during the investigation and even after the Taipei City government confirmed the case and the school issued a demerit, and a court handed down a guilty verdict.

Political commentator Zhou Xuan highlighted the timeline of events on Facebook, questioning the Taipei City Education Bureau's inaction. According to Xuan, teacher Liu allegedly used his positions as a project advisor and exam administrator in January 2025 to demand students film partial nudity and excessively monitor their privacy, demanding they address him as 'father and son.'

After a parent filed a complaint in February 2025, the school initially adjusted Liu's administrative duties. However, the school's Gender Equality Education Committee's external investigation panel later ruled the harassment 'not established.' Despite this, the school rehired Liu as head of the research and development department in August 2025, while the investigation was still ongoing. The school reportedly handled parental appeals and the education bureau's requests for clarification dismissively.

It was only after the Taipei City Government's Gender Equality Education Committee intervened that the case was confirmed as a genuine campus sexual incident. Liu subsequently received a demerit from the school's disciplinary committee. In 2026, the Taipei District Court found Liu guilty of violating the Child and Adolescent Sexual Exploitation Prevention Act, sentencing him to three years and ten months in prison. The Control Yuan's investigation found Wanfang High School's review and appeal mechanisms to be superficial and dysfunctional, with members failing to fulfill their oversight responsibilities. The Control Yuan also noted concerns about the concentration of investigation power, as several external investigators served in the same unit and were involved in another pending case.

The Control Yuan concluded that the school's actions severely disregarded the victim's rights, creating an unsafe environment. The Taipei City Education Bureau was also found to have failed in its supervisory duties. Xuan publicly questioned why a teacher convicted by a first-instance court could continue working in a Taipei public high school, demanding to know what actions, if any, the education bureau had taken.
