Three dangerous buildings in Taoyuan move toward redevelopment as more than 90% of residents approve

More than 90% of residents in each of three dangerous building communities in Taoyuan have agreed to reconstruction, giving the city a strong basis to seek private development partners.

Taoyuan plans to hold a joint investment briefing on Sept. 10 for the Jinshan project in Guishan District, the Zhongping Jixian project in Taoyuan District and the Dahua project, also in Taoyuan District. The city invited private teams with experience in urban renewal, construction development and resident coordination to participate.

The three projects carry urgent public safety needs. Jinshan and Zhongping Jixian are communities built with sea-sand concrete, while Dahua is a building complex placed under red-list supervision after damage from the April 3 earthquake. Resident approval for reconstruction exceeds 90% in all three cases, and the residents have expressed strong expectations for the publicly led renewal process.

Taoyuan Housing and Urban Development Center Executive Director Chiu Ying-che said disaster-prevention urban renewal differs from ordinary renewal projects. Along with site conditions, resident coordination and financial feasibility, the projects face the urgent task of improving living safety. The current construction environment also presents challenges, requiring government and private-sector cooperation to provide expertise and resources.

The Jinshan site covers about 354 ping and includes 35 households. It was identified as a sea-sand building in 2018, with severe concrete spalling and many residents already moved out. More than 92% approved reconstruction in the second stage after years of stalled self-led renewal. Zhongping Jixian covers about 729 ping and 88 households, with 97% approval. It sits beside a planned 30-meter road on Zhongshan Road near Zhongping Market. Dahua covers about 530 ping and 65 households, with more than 92% support. Its damaged exterior presents a public safety concern, and the site lies within the development area around MRT G09 station.
