Tokyo to Build Underground Shelter Near Station to Counter Missile Threats

Tokyo is preparing to construct an underground shelter beneath the Yaesu parking lot, located east of JR Tokyo Station. The facility aims to protect residents from potential ballistic missile attacks, a move announced by Governor Yuriko Koike during a press conference.

Koike condemned North Korea's recent missile launch, stating that the metropolitan government is committed to developing safer evacuation facilities to safeguard the lives and property of Tokyo citizens. The Yaesu parking lot was chosen due to its high foot traffic, being adjacent to Tokyo Station, a major hub for many people.

To protect the lives and property of Tokyo citizens from ballistic missile attacks, the metropolitan government will continue to promote the development of facilities that allow for safer evacuation.

The planned shelter will be situated in the basement levels of the Yaesu parking lot, which has approximately 260 parking spaces and a total floor area exceeding 10,000 square meters. The area is surrounded by office buildings and commercial facilities. Tokyo will begin a detailed investigation of the parking lot this year to assess risks from missile blasts, debris, and building collapses, with design and planning to follow. Construction is expected to take several years.

This initiative marks Tokyo's second effort to create such a shelter. A similar facility was previously established at Azabu-Juban Station on the Toei Oedo subway line, with major renovations scheduled for 2026-2027. North Korea has frequently conducted missile tests, with 4 in 2025, 11 in 2024, and 18 in 2023. A missile launched on August 6th is believed to have landed outside Japan's exclusive economic zone.

The Yaesu parking lot is adjacent to Tokyo Station, the gateway to the capital, and is an area where many people gather and stay. The effectiveness of the planned facility is extremely high, which is why this location was chosen.
