TSMC to Set Up Validation Line in Kaohsiung, Building Key Hub for Southern Taiwan’s Semiconductor S-Corridor

TSMC is expanding its semiconductor footprint in Kaohsiung with a new validation line at Baipu Industrial Park, giving equipment and materials suppliers a place to test their technologies before entering mass-production facilities.

The company’s advanced packaging technology and services vice president, Ho Chun, said the initial plan covers about 3 hectares and includes two buildings. The site will introduce modular key-process validation lines, allowing suppliers to complete hardware, software and process integration tests before supplying production plants operated by TSMC, ASE and other manufacturers.

Kaohsiung Mayor Chen Chi-mai said advanced packaging has become more important as the industry enters the “post-Moore era,” when improving chip performance increasingly depends on packaging technology. He described Baipu as an important next-stage location for the southern semiconductor S-corridor.

City officials said Kaohsiung’s semiconductor network is gradually taking shape. Nanzih focuses on advanced manufacturing, Renwu on advanced packaging and testing, and Ciaotou on materials and key components. Baipu will concentrate on advanced packaging equipment and related suppliers, linking the existing clusters through a division of labor.

Deputy Mayor Lo Ta-sheng said the park covers about 88.73 hectares, including roughly 53 hectares of industrial land. Around 25 hectares is planned for related supply-chain companies. The Ministry of Economic Affairs approved the park on March 17, and the city has selected a developer for its public works. Park construction is scheduled to begin in September.

Officials said Baipu will combine industrial demand, research validation and park space through a cooperation model. Planned technologies include technical validation, intelligent testing and digital twins. The city hopes the park will help existing Kaohsiung industries move toward higher-value activities.
