Turkey’s historic role in the Mecca Alliance: More than a participant, it is shaping the rules of the game

The Mecca Defense Alliance is being presented as more than a conventional military partnership between Turkey, Saudi Arabia and Pakistan. In the assessment of international relations expert Kaan Devecioğlu, it marks a shift toward regional actors taking greater responsibility for producing their own security.

The alliance was founded through the Mecca Joint Defense Agreement signed on August 7. It entered a new phase on August 31, when the first Strategic Political and Defense Committee meeting was held in Istanbul. The framework focuses on collective deterrence, defense cooperation and improving military interoperability. Its supporters stress that it is intended to complement existing alliances and security relationships.

Devecioğlu said the agreement emerged as regional countries questioned whether reliance on a single outside security provider was sufficient. He pointed to the Gaza war, tensions between Iran and Israel, attacks in the Red Sea, and crises involving the Strait of Hormuz and energy security as developments that strengthened this perception.

The planned structure includes a secretariat in Saudi Arabia, cooperation in the defense industry, joint technology development and joint production. The alliance is therefore being discussed not only as a military arrangement, but also as an attempt to institutionalize security cooperation among its three founding countries.
