Typhoon Barway approaches: Zhubei City deploys sandbags, water pumps for flood prevention

Zhubei City in Taiwan's Hsinchu County is taking proactive measures to prepare for the approaching Typhoon Barway. The city government convened a disaster preparedness meeting to inventory and pre-position resources, including mobile water pumps. They plan to utilize a "red dot analysis" mechanism, established after recent heavy rains, to integrate needs from all 31 villages and minimize the typhoon's potential impact.

Mayor Cheng Chao-fang emphasized the city's "super-preparedness" in facing extreme weather challenges. Learning from past experiences with urban flooding in the city's east and west districts during heavy rains on June 26, the city has prepared blockades and a thousand flood control sandbags. They have also inventoried and pre-positioned mobile water pumps and other disaster prevention resources.

The "red dot analysis" mechanism will be used to prioritize the deployment of cleaning crews and disaster response units to pre-identified high-risk areas based on historical disaster data and frontline reports. This aims to eliminate potential hazards in advance and reduce the risk of disaster escalation.

Cheng also addressed the flooding issue in the Zhongzheng East Road underpass, which occurred during the June 26 heavy rains. The flooding was caused by the pump motor switch, located in a low-lying area within the underpass since its construction decades ago, which short-circuited during inundation. The city government has since relocated the switch to a higher position on an exterior wall and completed flood prevention simulations and pump operation drills to ensure functionality during emergencies.

Cheng urged citizens to stay indoors if rainfall exceeds 100 millimeters per hour for their safety. In case of flooding, residents are advised to report the nearest streetlight number to help emergency services pinpoint their location for timely rescue.
