Uganda's Betting Boom

Uganda's gaming industry is emerging as one of the nation's most notable digital economy success stories, generating record revenues for the government. The convergence of online betting, mobile money, and football fandom has created a rapidly expanding market.

Tax collections from betting, gaming, lotteries, casinos, and related activities reached Shs568 billion by March of the 2025/26 financial year. This figure represents a dramatic increase from Shs18.5 billion collected in the 2019/20 financial year, marking growth of nearly 3,000% over six years. The National Lotteries and Gaming Regulatory Board (NLGRB) presented these figures, highlighting the sector's growing economic significance.

This surge reflects a fundamental transformation of Uganda's gaming industry from a largely physical, venue-based business to a digitally enabled market. Increased internet penetration, widespread smartphone adoption, and the ubiquity of mobile money have reshaped how consumers access entertainment. Betting, once concentrated in urban centers, is now accessible to millions via mobile applications and online platforms, with approximately 93% of all gaming activity occurring online.

While the growth offers significant fiscal opportunities for policymakers, particularly in generating non-traditional revenue, it also presents regulatory dilemmas. The same technological advances driving growth have complicated oversight and raised concerns about consumer protection, addiction, and illegal operators. The NLGRB's chief executive, Denis Mudene Ngabirano, emphasized the need to ensure that growth occurs within a transparent, accountable, and safe environment.
