Healey's resignation letter also expressed frustration over the government's lack of a concrete timeline to meet its pledge of increasing defense spending to 3% of GDP. He advocated for achieving this target by 2030, a year when NATO expects to be ready for potential conflict. However, under the current leadership, the 3% pledge remains vague, potentially extending beyond the next parliamentary term. A further NATO commitment to raise defense spending to 3.5% of GDP by 2035 appears even more remote.

Now serving as Chancellor, Healey is expected to prioritize defense spending, aligning his actions with his previous advocacy. However, his new role requires balancing defense needs against numerous other competing demands. The significant increase he argued for as Defence Secretary, estimated by the Office for Budget Responsibility to require an additional £17.3 billion annually by 2029-30, would raise the overall defense budget from over £63 billion to nearly £90 billion by 2030.

Any substantial rise in defense expenditure could increase pressure for tax hikes. Healey has previously suggested exploring "creative funding options," hinting at alternative methods for financing the Ministry of Defence. While the Liberal Democrats proposed defense bonds, this was met with skepticism regarding its true nature as borrowing. Without adequate funding, Healey has been clear that Britain's armed forces will not be prepared for escalating threats. Key transformation plans, including investments in drones and uncrewed vessels, remain underfunded, as do new air defense systems and long-range weaponry, despite lessons learned from the war in Ukraine.
