UN Report Explored AI Use by Terror Groups; Scenarios Now More Relevant

A 2021 report by the United Nations Office of Counter-Terrorism (UNOCT) outlined potential scenarios where terrorist organizations could exploit artificial intelligence. These included the creation of realistic deepfake videos, the use of drones equipped with facial recognition technology for surveillance, the development of genetically tailored bioweapons, and large-scale cyberattacks.

At the time of the report's publication, the authors stated there was no "conclusive evidence" of AI being actively used by terrorist groups. The scenarios were largely presented in the subjunctive mood, reflecting a future possibility rather than a current reality.
