US Charges Woman in Alleged Islamic State-Inspired Plot to Bomb New York Capitol

A New York woman has been charged with a terrorism offense for allegedly plotting to attack the state Capitol building in support of the Islamic State group. Jessica Bowie, 35, faces charges of attempting to provide material support to a designated foreign terrorist organization.

Court filings reveal that Bowie, who reportedly converted to Islam and became an online supporter of ISIS, expressed her intent to "destroy" the New York State Capitol in Albany. She allegedly communicated with an FBI informant, seeking advice on how to create explosives and detailed plans for the attack.

According to the criminal complaint, Bowie told the informant she planned to "make it a point to have picnics by the capital to observe" security measures. She also allegedly discussed acquiring anarchist literature for "good tips" and stated, "I want to destroy as much of the building as possible and kill the senators while they are meeting. Bowie allegedly considered using a food delivery driver disguise to access the facility and plant a bomb, with plans to flee to Syria afterward. She also reportedly mused about returning to the United States to target other high-profile locations like Times Square if her escape was successful. FBI agents arrested Bowie on August 19 after she acquired bomb components and a DoorDash bag. Her attorney declined to comment on the charges.
