US continuing talk with Ukraine on Patriot missile manufacture, despite Trump casting doubt on deal

The United States is actively pursuing talks with Ukraine regarding the potential for Ukraine to manufacture components for Patriot interceptor missiles, a capability Kyiv urgently seeks for its defense against Russian attacks. This initiative continues despite recent public reservations expressed by U.S. President Donald Trump about such an arrangement.

Ukraine has been seeking an increased supply of PAC-3 missiles, the most advanced variant of the Patriot system, which are crucial for intercepting the ballistic missiles Russia has been deploying with growing frequency. Ukrainian President Volodymyr Zelensky recently highlighted the critical shortage, stating that only one of 27 ballistic missiles fired by Moscow on a particular day had been intercepted.

During a meeting with Zelensky in Turkey last month, President Trump had initially indicated that the U.S. would grant Ukraine a license for PAC-3 manufacturing. However, following a subsequent meeting with Zelensky at the White House, Trump appeared to backtrack, telling reporters that the U.S. had not agreed to such a deal and emphasizing the need for caution when allowing other nations to produce these missiles.

Sources familiar with the discussions revealed that Washington had previously set aside Ukraine's requests for domestic interceptor production due to security concerns raised by industry executives and U.S. military officials. Currently, U.S. envoy to NATO, Matthew Whitaker, is leading the efforts to finalize an agreement. Whitaker traveled to Kyiv last month to assess options and discuss the matter with Ukrainian officials and weapons industry representatives.

Despite the apparent uncertainty, one source confirmed that "No order was given to halt the discussions," indicating that talks with U.S. arms manufacturers and military officials are ongoing. Potential options under consideration include manufacturing Patriot components within Ukraine for final assembly in Germany, integrating Ukraine into an existing U.S.-European Patriot interceptor program, or enabling Kyiv to produce a more cost-effective version of the PAC-3 missile. The White House has declined to comment on the specifics of these ongoing deliberations.
