US County Faces Soaring Power Bills After Welcoming 37 Data Centers

Henrico County, Virginia, is implementing energy-saving measures, including dimming lights in schools and offices, as electricity costs for government and public services are set to jump by nearly 25% starting July 1. This increase is expected to add approximately $5 million to the county's annual expenses.

County Manager John Vithoulkas has asked staff to adopt simple conservation practices, such as turning off lights, shutting down computers, unplugging chargers, and avoiding space heaters, which can cost hundreds of dollars per year to operate. These measures come as the county has actively promoted data center development, now hosting 37 such facilities, particularly around White Oak Technology Park.

The surge in electricity prices is a consequence of a new contract negotiated by the Virginia Energy Purchasing Governmental Association. Members will experience a 24.9% rise this year, with at least another 12% increase anticipated in 2027. Dominion Energy, the provider, cites inflationary pressures, rising fuel and equipment costs, and necessary grid investments to meet growing demand as reasons for the higher municipal rates.

This escalating demand is at the heart of the issue. According to Monitoring Analytics, the independent market monitor for PJM Interconnection, wholesale electricity costs in the region have surged significantly. Capacity costs, essential for ensuring future electricity supply, have seen an even more dramatic increase. Data centers are identified as a major driver, accounting for nearly three-quarters of the rise in capacity-market revenues and pushing up wholesale power prices.
