U.S. Under Secretary of Defense for Policy Elbridge Colby has asserted that the United States is committed to the Indo-Pacific, not withdrawing, but rather "deepening its roots" through a strategy of "flexible realism." Speaking in Manila, Colby addressed concerns about a potential shift in U.S. strategic focus, emphasizing that America's presence is evolving from symbolic engagement to substantive military deployment.

Colby outlined that this approach prioritizes common interests and practical cooperation with Southeast Asian nations to maintain a power balance in the critical region. The strategy involves establishing dispersed logistical and pre-positioned assets along the "first island chain" to create a credible deterrent. This, he explained, aims to make potential aggression prohibitively costly and ensure peace through strength.

Regarding the U.S.-Philippines alliance, Colby noted a "historic modernization" process involving joint investment in resilient infrastructure and advanced military capabilities, with Enhanced Defense Cooperation Agreement (EDCA) sites being operationalized for practical use.

Colby reiterated that the U.S. does not aim for hegemony in the Indo-Pacific. Instead, its goal is to implement the concept of "peace through strength" by fostering practical security partnerships with regional nations. The U.S. intends to maintain a "strong and clear but quiet" posture, utilizing militarily capable deployments to deter aggression.
