Uzbekistan to require state registration for health workers from 2030

Uzbekistan plans to change how medical workers qualify for professional practice. A diploma alone would no longer provide automatic access to independent clinical work. Specialists would also need to pass an independent assessment of their knowledge and obtain state registration.

According to Gazeta.uz, the system would remain voluntary from 2027 to 2030 before becoming mandatory in 2030. Medical and pharmaceutical workers who do not complete registration would eventually be barred from practicing.

The planned system includes a unified electronic register linked to 16 information databases. It would contain details on specialists’ education, qualifications and professional activity, covering about 600,000 workers.

Examinations would take place in several stages: during training, after completion of the main educational program and after residency. Authorities plan to establish a single bank of tests and assignments, as well as simulation facilities. Those who fail would be allowed to retake the examination.

Specialists who join voluntarily before mandatory registration begins could receive financial incentives in the form of salary supplements. Officials view the new system as an additional mechanism for monitoring the quality and safety of medical care.
