Vietnam: Security must proactively create stable environment, says official

Security forces must move beyond merely preventing and repelling threats to actively shaping a stable and reliable environment, according to Nguyễn Thanh Nghị, head of the Central Committee for Policy and Strategy.

Nghị stressed that this proactive stance is crucial for reducing systemic risks and transforming challenges into opportunities. Such an approach, he argued, will bolster national self-reliance and resilience in an increasingly volatile world.

Security does not just prevent and repel threats, but must proactively create a stable and trustworthy environment, reduce systemic risks, turn challenges into opportunities, contributing to enhancing national self-reliance and resilience.

His remarks were made at a national scientific conference focused on "New Theoretical Thinking on Comprehensive, Inclusive Security in Modern National Governance, Building and Defending the Socialist Republic of Vietnam." The conference was jointly organized by the Ministry of Public Security, the Central Committee for Policy and Strategy, the Ho Chi Minh National Academy of Politics, and the Central Theoretical Council.

Modern national governance is not just administrative management or risk control according to the traditional approach. It is the process of creating institutions, organizing and operating the national system in a democratic, modern, smart, transparent, effective, and efficient direction; taking the people as the center; taking data, rule of law, decentralization - delegation of power associated with accountability as the main method.

Nghị highlighted that modern national governance involves more than just administrative management or traditional risk control. It requires building institutions and operating systems that are democratic, modern, intelligent, transparent, effective, and efficient. This governance model places citizens at the center and relies on data, the rule of law, and decentralized authority coupled with accountability.

Within this framework, comprehensive and inclusive security is not an afterthought but must be integrated into all policies, spaces, and stages of development. The concept of "security creating development" signifies a shift from a reactive "protecting against threats" mindset to one that actively builds capacity and ensures safe development spaces. He asserted that when security is correctly positioned within national governance, it becomes a strategic resource and a prerequisite for rapid, sustainable, and inclusive national development.
