Virginia Governor Signs Five Bipartisan Education Laws

Governor Abigail Spanberger has officially enacted a significant package of five bipartisan laws designed to bolster Virginia's educational landscape. This legislative achievement directly confronts pressing issues such as the critical shortage of teachers plaguing K-12 schools across the Commonwealth, particularly in regions like Hampton Roads, Southside, and the coastal and central areas where vacancy rates exceed 4%. The administration also acknowledges the difficulties in retaining essential administrative and support staff, crucial for the daily functioning of our schools.

A cornerstone of this initiative is the formal integration of Virginia into the Interstate Teacher Mobility Compact through HB253, championed by Delegate Jackie Glass. This interstate agreement is poised to streamline the process for certified teachers from other member states to obtain Virginia licenses, thereby reducing bureaucratic hurdles and expediting their entry into our classrooms. The compact's activation, following the adherence of ten jurisdictions, signifies a proactive step towards ensuring a robust and mobile teaching workforce.

Furthermore, the enacted legislation, including SB817 sponsored by Senator David Suetterlein, mandates enhanced communication between school boards and parents. Starting with the 2026-2027 academic year, school districts will be required to provide parents with at least 30 days' notice regarding course enrollment deadlines and procedures for academic selection modifications. These notifications, deliverable via email or SMS, aim to foster greater parental involvement in their children's educational journey.
