Volker Turk's term as UN human rights chief extended despite US warnings

Volker Turk's term as the UN High Commissioner for Human Rights has been extended for four years, despite significant opposition from the United States, Russia, and Israel. The UN General Assembly approved the renewal by a vote of 144 in favor, with 10 against and 13 abstentions. The new term is set to begin on October 12, 2026, as proposed by UN Secretary-General Antonio Guterres.

Attempts by Russia to shorten the mandate to a few months were overwhelmingly rejected, as was a US request to delay the vote. US Representative Jeff Bartos criticized the four-year renewal, citing procedural concerns and accusing Guterres of rushing the process to benefit a "long-term friend." Bartos warned of consequences for US engagement, participation, and funding if the assembly tolerated "procedural overreach."

In contrast, French Ambassador Jerome Bonnafont described Turk as a "voice of conscience" who has shown "rigor and impartiality." Turk, an Austrian jurist who has held the post since October 2022, has focused on the universality of human rights and the equal application of international law. He has spoken out on conflicts in Ukraine, Gaza, Afghanistan, Sudan, Bangladesh, Myanmar, and Nicaragua.

However, Turk has also faced criticism for not taking stronger positions on issues such as Cuba, the plight of Uyghurs in China, and for not using the term "genocide" in reference to Gaza. Russia and Israel's ambassadors argued that the selection of the human rights commissioner should have been left to Guterres's successor, as his own term as secretary-general expires at the end of the year.
