What challenges await the new police commanders in Cali and Valle del Cauca?

The new police commanders taking charge in Cali and Valle del Cauca face a security map that no longer fits neatly within municipal boundaries. Their arrival comes as the region focuses on reconstruction after the devastating earthquake of Aug. 10 and confronts armed groups competing for control of illegal economies.

Colonel Néstor Armando Pineda Castellanos will lead the Cali Metropolitan Police after more than 28 years of service and experience in special operations. Colonel Amaury Lynsay Aguilera López, who has operational experience in Norte de Santander, will command the Valle Police Department. General Carlos Germán Oviedo Lamprea will lead Police Region No. 4, covering Valle, Cauca and Nariño.

Security analyst Stuart León of Jamundí argues that the changes require more than replacing senior officers. “It is not simply a change of names,” he said. A criminal organization may operate in Cali, maintain its logistics network in Jamundí, use corridors in northern Cauca and finance itself through illegal economies connected to Buenaventura and the Pacific region.

León said the first challenge for the new command would be to recognize that Cali’s security is also decided outside the city. The region’s criminal structures have adjusted their tactics in response to the national government’s approach, while continuing to fight for control of illicit production and distribution networks.

The figures in Cali point to the pressure facing the commanders. Authorities recorded 544 homicides in the first half of 2026, compared with 496 in the same period of 2025, an increase of nearly 10%. They also reported 3,913 arrests, 16% more than a year earlier. For León, the challenge is turning arrests and police operations into a sustained reduction in violence. The regional government and Cali’s mayor’s office have provided equipment to support the police this year.
