“You Said 600 Million Won Would Be Enough, Now You Want 2.2 Billion”: Noryangjin Redevelopment Reverses ‘1+1’ Housing Terms

A redevelopment dispute is threatening to overshadow the planned start of construction in Seoul’s Noryangjin District 4. Members eligible for the project’s “1+1 housing” arrangement say the deal has been abruptly changed.

The residents’ association is seeking to revise the terms included in the approved management and disposal plan. Under the arrangement, eligible members expected to receive two homes, but they now face a substantially higher payment demand.

The proposed change has triggered strong opposition. Residents argue that the association is effectively reversing conditions that authorities had already approved, with one complaint summarized as: “You said 600 million won would be enough, now you want 2.2 billion.”

Noryangjin District 4 is moving toward a construction start in the second half of the year, while the dispute over the housing terms remains unresolved.
