Yunlin County grapples with millions of discarded fertilizer bags

Yunlin County, a major agricultural hub in Taiwan, faces a significant waste management challenge with an estimated 3.5 million fertilizer bags generated each year. The disposal of these bags has become a concern for farmers and county officials alike.

The Yunlin County Environmental Protection Bureau states that fertilizer bags are not part of the officially listed recyclable items. While they can technically be discarded as general waste, many local sanitation departments refuse to collect them. This refusal stems from the bags' long fibers and dimensions exceeding 50 centimeters, which can obstruct and damage incineration facilities. Consequently, some public refuse collection teams will not accept them, leading to accumulation.

Farmers have expressed frustration, with some reporting that fertilizer bags, previously used as trash bags, are now being rejected by garbage collectors. This leaves them with piles of bags stored in warehouses, unsure of how to proceed. Legislator Cai Ming-shui has highlighted this issue in the county council, urging the government to improve the disposal process for these bags.

Taiwan Fertilizer Company (TFC), the country's largest fertilizer manufacturer, has established recycling stations at the Dou Nan Farmers' Association and the Si Hu Farmers' Association. These stations offer a 2 NT dollar reward for each returned bag. Initially, participation was low due to a lack of awareness, but TFC's promotional efforts and the incentive have led to increased farmer engagement. The Dou Nan Farmers' Association has collected approximately 30,000 bags annually since the program's inception in 2024. Farmers can exchange the collected funds for fertilizer or daily necessities at the farmers' association stores. TFC encourages all farmers to utilize these recycling points, which are accessible to residents from neighboring townships like Huwei, Douliu, and Xiluo.
