Zaida Rovira leaves Ministry of Human Development for Guayaquil council candidacy

Zaida Rovira has announced her departure from the Ministry of Human Development to pursue a candidacy for city councilor in Guayaquil under the Acción Democrática Nacional (ADN) party. She shared the news in a video released on Friday, July 31, 2026, reflecting on her time serving the nation.

In the video, Rovira, wearing a purple polo shirt – the representative color of the ruling ADN movement – expressed gratitude for her tenure. "Today I close a chapter of my life with a heart full of gratitude. It has been an honor to serve Ecuador through the Ministry of Human Development, convinced that behind every number, there will always be a person, a family, full of hope," she stated.

During her leadership, Rovira reported that over 2 million citizens benefited from the ministry's programs and services. The ministry also incorporated 26,134 new beneficiaries into monetary transfer programs, and she highlighted that 10,504 individuals successfully moved out of poverty and extreme poverty. A significant initiative was the establishment of the National Committee for Early Childhood, aimed at combating child malnutrition and improving access to state services for families.

Rovira also noted her pride in the accomplishments made and expressed deep gratitude to the ministry's staff and President Daniel Noboa for the opportunity to serve. Prior to her role as Minister of Human Development, Rovira served President Noboa as Minister of Government and as Governor of Guayas. She holds a Master's degree in Constitutional Law. The government has not yet announced her replacement for the Ministry of Human Development, a portfolio formed from the merger of the Ministry of Economic and Social Inclusion and the Secretariat Against Child Malnutrition.
