24-Year Unfinished Apartment Complex in Icheon to Resume Construction

For nearly a quarter of a century, the skeletal remains of the 'Casa Felice Icheon' apartment complex have been a persistent eyesore and a symbol of stalled development in Janghowon-eup, Icheon. This once-promising project, begun in 1998, fell victim to complex financial entanglements and land disputes, leaving its construction in limbo since 2002. The unfinished structure not only marred the urban landscape but also became a notorious spot for youth delinquency and a persistent safety concern for the local community.

However, the tide has turned thanks to the dedicated efforts of the Icheon city government. Recognizing the detrimental impact of the abandoned site, city officials actively engaged with relevant authorities, including the Ministry of Land, Infrastructure and Transport, to dismantle administrative obstacles. Their persistent mediation, coupled with close collaboration with the project's developers, successfully navigated the intricate issues surrounding access roads and permitting processes.

The breakthrough came with the finalization of a district unit plan amendment in October and the approval of project plan changes on December 30th, establishing the necessary legal framework for construction to recommence. The revitalized 'Casa Felice Icheon' will now transform into a 930-unit public rental housing complex, spread across five buildings with up to 16 floors. This development is anticipated to significantly enhance the quality of life in the southern part of Janghowon-eup, attract new residents, and inject much-needed vitality into the local economy upon its projected completion in the latter half of 2027.
