Abbreviated trial ends with 300-day sentence for 'terrorist conspiracy' perpetrators

A court in Arica has sentenced Willmer García Malafito and William Isaac Celas Garrido to 301 days of effective prison time each, following an abbreviated trial. They were found guilty of conspiracy to commit terrorist acts, specifically plotting to place explosive devices and target judicial authorities.

The charges stem from activities recorded in Arica between November 2024 and March 2025. The court ordered their immediate imprisonment after their defense teams waived their right to appeal. The case details the disruption of a plan allegedly coordinated from the High-Security Module of the Acha Penitentiary Complex.

Authorities uncovered a plot to detonate explosives targeting the Arica Guarantee Court and the Oral Criminal Trial Court. The objective was to instill fear among judicial authorities and the community, and to pressure ongoing legal processes involving members of criminal organizations known as "Los Gallegos" and "Tren del Coro."

Investigations revealed that inmates linked to these organizations communicated via handwritten notes, cell phones, and external contacts to secure vehicles, recruit individuals, and acquire explosives. Simultaneously, a prison escape plan was being developed, including the creation of makeshift ropes and the manipulation of prison security measures.
