Abdeljabbar Rachidi outlines Social Inclusion State Secretariat’s achievements

Abdeljabbar Rachidi has presented the results of Morocco’s Social Inclusion State Secretariat through August 2026, describing a gradual move away from a traditional charitable approach toward a more integrated rights-based model.

The approach relies on participatory governance and coordination among government departments, institutions and civil society organizations. Rachidi said recent work has focused on strengthening the rights of people with disabilities, developing social services and improving living conditions for vulnerable groups.

The most prominent initiative is the draft second National Action Plan to promote the rights of people with disabilities. It includes 407 measures and actions organized across 26 workstreams, 75 projects and five strategic priorities, with the participation of 26 ministerial departments.

The government’s wider program also includes a national action plan to promote active ageing through 2030 and the launch of Morocco’s third national disability survey in 2026. Another initiative, the national Rعاية program, aims to support children and young people preparing to leave care institutions.
