Abinader appoints Víctor Cedeño Brea as banking superintendent

Luis Abinader has appointed Víctor Livio Enmanuel Cedeño Brea as the Dominican Republic’s new superintendent of banks, replacing Alejandro Fernández Whipple, who resigned in July.

The president made the appointment Monday night through Decree 606-26. Cedeño Brea is a jurist specializing in economics, financial regulation, financial-crime prevention and risk management.

He served as general adviser and technical coordinator at the Superintendency of Banks from 2024 to 2026. Before that, Abinader appointed him superintendent of the Securities Market from 2022 to 2024. He also served as deputy manager of Regulation and Innovation at the banking regulator from 2020 to 2022.

Cedeño Brea holds a European doctorate in Law and Economics from universities in Rotterdam, Hamburg and Bologna. He also earned a master’s degree with distinction in Law and Finance from Queen Mary University of London and a master’s degree with merit in Banking Law and Financial Regulation from the London School of Economics.

His professional training includes certifications in financial-risk regulation and financial-crime compliance. Before entering public service, he advised national and international financial institutions on anti-money-laundering measures, including globally systemically important institutions.

He has also served as vice rector for research at Instituto OMG, where he teaches, and as a professor at the Pontificia Universidad Católica Madre y Maestra and Universidad Iberoamericana. He has delivered more than 100 training sessions across Latin America, Europe, Asia, the Middle East and North Africa.
