After Berlin Attack, NRW Reviews Security Concepts for CSD Events

North Rhine-Westphalia is re-evaluating security measures for large public events in the wake of a suspected Islamist vehicle attack at Berlin's Christopher Street Day (CSD) celebration. The incident has reignited fears in NRW, still reeling from the 2024 Solingen attack where a man killed three people at a city festival. Interior Minister Herbert Reul announced a review of security concepts for upcoming CSD events across the state, stating that the threat of Islamist attacks remains "abstractly high" and has now become "very concrete" after the Berlin incident. Police have been alerted to be more vigilant. Several CSD events are scheduled in cities like Bonn, Essen, and Münster in the coming weeks. Reul acknowledged the difficulty in preventing all attacks, noting that radicalization can occur rapidly and in secret, and individuals not officially flagged as dangerous can still pose a threat, a point tragically illustrated by the Solingen attack. The Berlin attacker, a 21-year-old with prior links to ISIS, killed one woman and injured 29 others before being shot dead by police. Meanwhile, Oliver Huth, state chairman of the Federation of Criminal Police Officers, urged federal states to standardize their monitoring of individuals deemed dangerous and harmonize their police laws. He highlighted that differing surveillance capabilities, such as the inconsistent use of electronic ankle monitors, hinder effective tracking, especially as dangerous individuals often relocate. Huth also advocated for police to serve as expert witnesses in court proceedings, emphasizing the reliability of the scientific risk assessment tool (RADAR-iTE) used nationwide for evaluating Islamist terrorist threats.
