AI tool 'ExtrAct' aims to slash Polish government office workload fivefold

The Polish municipality of Międzyzdroje is piloting an artificial intelligence system named "ExtrAct," designed to automate the analysis of key information within official documents used by local governments. This initiative, supported by the Ministry of Digitalization and the IDEAS Research Institute, has been in testing for seven months. The system processes documents such as notarial deeds, land and building registers, and property records for tax purposes.

Deputy Prime Minister Krzysztof Gawkowski highlighted the system's efficiency, stating it can reduce an official's workload by an average of five times. He explained that tasks previously requiring five employees per month could now be handled by one. This improvement allows for the reallocation of staff to other duties, thereby speeding up the completion of various administrative tasks.

Gawkowski emphasized that Międzyzdroje serves as a model for other local governments seeking to enhance digital services and public access. He noted that the "ExtrAct" system, successfully tested in Międzyzdroje, is universal and "scalable," making it suitable for implementation in other municipalities, including smaller ones. While some systems developed for the Ministry are provided free of charge, the IDEAS Institute, which developed "ExtrAct," will commercialize future AI-based IT projects to ensure their sustainability, though at significantly lower costs than market alternatives.

Mateusz Bobek, the Mayor of Międzyzdroje, shared that the annual cost of using "ExtrAct" is approximately 20,000 Polish złoty, with seven employees currently utilizing the system. He acknowledged the initial challenge of overcoming ingrained paper-based work habits among long-serving administrative staff but stressed that digitalization is the future. Bobek confirmed that the selection of the document management system involved analyses conducted with IDEAS experts, focusing on the specific needs of the Międzyzdroje municipality.
