AKP holds 'framework law' talks with DEM Party and MHP delegations

The ruling AKP party in Turkey has initiated the process for a "framework law" proposal, opening it for deputies to sign with a deadline set for tomorrow at 5:00 PM. The party aims for complete signatures from all members of parliament.

To provide clarity on the proposal's substance, the AKP Group Chairman, Abdullah Güler, is meeting with representatives from all political parties with a group in the Grand National Assembly. While the draft text will not be shared, an informational briefing on its contents is being provided.

Initial meetings included delegations from HÜDA PAR, with Gaziantep Deputy Şehzade Demir and Batman Deputy Serkan Ramanlı present. Following a nearly hour-long discussion, Demir stated that they received information about the draft and would share it with their party's leader, Fatih Erbakan, and relevant committees. Abdulhamit Gül, Deputy Chairman of the AKP Group, also participated in this meeting.

Later, a delegation from the DEM Party, including Deputy Co-Chair Öztürk Türkdoğan, İmralı Committee member and Asrın Law Office lawyer Faik Özgür Erol, Erzurum Deputy Meral Danış Beştaş, and Deputy Nevroz Uysal Aslan, arrived to meet with Güler. During this meeting, final discussions on the draft text took place. Deputy Chairman Gül departed during the second hour of the approximately 2.5-hour meeting. After the DEM Party delegation left, MHP's Deputy Chairman for Law, Feti Yıldız, visited Güler, accompanied by Abdulhamit Gül.

The framework law proposal is anticipated to be submitted to the TBMM Presidency on Wednesday, following consultations with the parties. The aim is for the proposal to be debated in the Justice Commission and then in the General Assembly this week, without waiting for the standard two-day legal period. A consensus among other parties will be sought during a Consultative Board meeting scheduled for tomorrow. Discussions are ongoing regarding "supervised release" and the "deprivation of rights" under Article 53 of the Turkish Penal Code within the proposed 10-12 articles. AKP officials emphasized that "supervised release" and "deprivation of rights" are distinct concepts. They pointed out that supervised release pertains to the period of serving the remainder of a sentence outside of prison, based on "conditional release" terms, and that existing legislation already addresses this, making it a right that should not be a subject of debate.
