Another Delay for €48 Million Project: What Has Now Halted the Heinzelova Tram Line?

A significant tram line construction project in Zagreb, valued at €48 million, is once again facing delays, casting doubt on its completion timeline. The project, aimed at extending the tram route by 3.7 kilometers along Heinzelova and Radnička streets to the Savišće depot, was initially slated for completion by autumn 2027.

However, persistent problems with the public procurement process have stalled progress. The initial tender, launched at the end of 2024, was canceled after bids significantly exceeded the estimated cost of €48 million (excluding VAT). A second tender was issued in May 2025, attracting four bids, but further complications have arisen.

The city has been waiting for a decision from the Commission in the first appeal procedure for three months. The subsequent re-selection of a contractor has taken over half a year. These protracted procurement issues mean that the first shovel is unlikely to hit the ground before next year, even in the best-case scenario.

This new delay marks another setback for one of the current city government's most important capital projects, first announced in early 2023. The repeated postponements in the tender process have significantly hampered the realization of the new tram line to Savišće.
