Argentina Government Seeks Support to Suspend Primaries, Pass 2027 Budget

Argentina's government is recalibrating its parliamentary strategy for the second half of the year, prioritizing electoral reform, the 2027 budget, and a package of economic initiatives. After a first semester with limited legislative success, President Javier Milei's administration seeks to build financial stability ahead of his reelection bid.

The primary focus remains on electoral reform, specifically the elimination of the mandatory Open, Simultaneous, and Compulsory Primaries (PASO). The ruling party, La Libertad Avanza (LLA), will attempt to abolish them entirely. If unsuccessful, they plan to pursue a temporary suspension, mirroring a previous strategy. "The priority above all is political reform," a government legislative leader told La Nación, with Chief of Staff Diego Santilli negotiating the PASO elimination with provincial governors, and Chamber of Deputies President Martín Menem overseeing these discussions.

The 2027 budget is another critical legislative battle. The government must submit it to Congress by September 15. This year, the administration is considering incorporating some of the governors' demands to secure their crucial legislative backing for the broader agenda. The third pillar is an economic package, not yet formally introduced, which includes reforming the Central Bank's Organic Charter, expanding the fiscal innocence regime (a tax amnesty program), and enacting a "shutdown" law to prohibit budget deficits.

The economic initiatives aim to curb financial volatility during the election campaign. The tax amnesty expansion is expected to be sent to Congress "in the coming days," with Economy Minister Luis Caputo scheduled to announce its presentation. The Central Bank reform, which would explicitly ban unbacked monetary emission and Treasury financing, and the "shutdown" law, limiting spending execution when budget allocations are exhausted, are slated for August. The success of these measures is closely tied to budget negotiations and the relationship with governors, whose legislators are essential for passing most government projects.
