Astana residents warned of new bans for electric scooters

Astana is implementing stricter rules for electric scooter users, aiming to curb common violations like riding without a license and speeding. Starting August 25, 2024, riders must use designated bike lanes and cycling paths. If these are unavailable, they are to ride along the right edge of the roadway or the shoulder.

New requirements for riding on the roadway include being at least 18 years old, possessing a driver's license of any category, and wearing a fastened safety helmet and reflective elements after dark. The Astana Prosecutor's Office highlighted frequent offenses such as entering the roadway without a license, speeding, and disregarding intersection rules. The police department also noted the particular danger of carrying passengers on scooters.

Rental operators are tightening their controls as well. Since July 1, users must register with their Individual Identification Number (IIN), and access is forbidden for those under 18. Accounts belonging to parents who allow minors to use scooters will be permanently blocked. Carrying passengers or leaving scooters improperly parked on sidewalks, crosswalks, roadways, or bike lanes will also result in fines and account suspension. The Ministry of Internal Affairs had previously discussed registering scooters and issuing license plates.
