Austria Faces Civil Servant Shortage Without Conscription Law Extension

Austria's Minister for Civil Service, Claudia Bauer, is advocating for an extension of the current conscription law, warning that a failure to do so will result in a deficit of 4,000 civil servants each year starting in 2040. This projection is based on declining birth rates.

The government has reached an agreement to expand the civil service, initially allowing for a voluntary extension from nine to eleven months. However, a crucial clause states that if the number of conscripts falls below 13,875 annually, civil service will become permanently mandatory at eleven months from the following year. Bauer emphasized the importance of civil service, calling it a "pillar of the health and social system," noting that up to 70 percent of current civil servants remain in their roles voluntarily or professionally.

The proposed reform also includes a "common basic training" for both conscripts and civil servants during their initial assessment, which Bauer stated would also include those deemed unfit for military service. The plan aims to bolster civilian national defense, with provisions to more quickly activate former civil servants in disaster situations. Additionally, opportunities for training during civil service are set to increase.

To pass the reform, the government needs a two-thirds majority in parliament. Bauer expressed confidence that opposition parties will recognize their responsibility and hopes for an agreement during negotiations. While conscripts will see their monthly pay increase from 625 euros to 1,000 euros, civil servants will not receive this raise, though Bauer pointed out they receive up to 16 euros daily for meals. The Green party has indicated a willingness to negotiate, though their spokesperson, David Stögmüller, still has several points to clarify, describing the government's proposal as a "minimal compromise."
